Title: Technical Program Manager for Data Analytics and "Open Data" Projects

Areas of Responsibility
Shan Gao Ma LLC is seeking a technical program manager to help drive development for several large-scale data collection platforms for one of the top 3 consumer software companies in the industry, as well as manage a growing list of internal software projects for cataloging data and opening up sensitive data to the public.

You will interface between business / marketing teams and both internal and vendor engineering teams on a daily basis as a part of your responsibilities: product planning, spec-writing and managing process and priorities. You will also play a critical role in driving development for the SGM Data Dictionary and Datatrust Platform as well as evangelizing our work through blogging, presenting at conferences, etc.

We are doing work for both a blue-chip Fortune 500 client as well as a non-profit dedicated to serving public interests.

How You Would Contribute
Due to the multi-faceted nature of our work, we are looking for someone who is seeking a start-up experience, but is also ready to jump into the daily grind of providing a high-quality service to demanding customers.

The ideal candidate will have a track record of being an attentive listener and effective mediator, while also being comfortable writing SQL queries, working with spreadsheets and doing basic statistical analysis. Demonstrated initiative and leadership at school and work are a must. Interest and experience in blogging and presenting are a plus.

As program manager, you will manage our relationships with our customers, interfacing with both business / marketing and engineering teams on a daily basis as a part of your responsibilities: product planning, spec-writing and managing process and priorities. As senior program manager, you will not only need to get the job done on a day-to-day basis, but will also take responsibility for helping our clients realize the long-term growth potential of their projects.

As product development lead, you will play a critical role in driving strategy and planning for the SGM Data Dictionary and Datatrust Platform as well as evangelizing our work through blogging, presenting at conferences, etc.

Specific responsibilities include:

  • Identifying opportunities to grow our consultancy beyond online services.
  • Market research for the Data Dictionary and Datatrust Platform.
  • Identifying potential project partners for the Datatrust Platform: technical, policy-oriented as well as potential datatrust end-users.
  • Seeking and building relationships with relevant open data and privacy communities.

Shan Gao Ma (SGM) is a consultancy specializing in collecting sensitive data intended for data-driven decision-making and data-rich services. SGM also provides experienced guidance on privacy ethics and regulation. We've also developed a sub-speciality in using broad-scale data analysis to detect fraud with minimal impact on individual privacy.

SGM provides end-to-end system development services in partnership with Software Innovation Lab. Services span design and requirements-gathering, development and analysis, and stewarding the data collection system as it evolves over time. We currently have several client projects running in parallel with business owners at Fortune 500 corporate divisions.

In order to support the needs of our clients, and other organizations grappling with sensitive data management and decision-making, we are also working on two major projects:

The SGM Data Dictionary is a collaborative data documentation tool that lets you create, update and track issues and changes in a structured database. Features include:

  • Customizable data structure;
  • Tracking and versioning edits;
  • Sharing and collaborative editing;
  • Track and annotate related bugs and issues;
  • Search;
  • Decipher data blobs programmatically;
  • Built-in best practices for designing instrumentation.

The Datatrust Platform is intended to be an "open data" sharing platform for releasing sensitive data records to the public with a measurable privacy guarantee.

The platform will enable more timely data releases by doing away with the need for labor-intensive and inexact anonymization methods like scrubbing, swapping or synthesizing data.

Instead, privacy will be guaranteed in a quantifiable way using an adapted version of differential privacy. Anonymization will happen on-the-fly, on a query-by-query basis.

To date, there are no methods in use that can measure the effectiveness of their anonymization techniques or allow for arbitrary queries of data. Instead, most anonymization is subjective and results in either woefully inadequate privacy protection or pre-digested aggregate reports that limit the accuracy and usefulness of the data.

We have been experimenting with the PINQ differential privacy technology and in the early prototyping stage for the datatrust. Read more about our work on defining a measurable privacy guarantee.

The Datatrust Platform is being developed for the Common Data Project, a non-profit started by SGM Principal, Alex Selkirk to create an "open data" sharing service to safely release sensitive data to the public.
